Worlds, Biggest Healthcare Scheme, On The Way

The Union Budget 2018 saw some landmark announcements, and Modicare or the worlds biggest healthcare scheme is one of them. In this scheme about 10 cr vulnerable and under privileged families will get health coverage of up to 5lakh per family which is offered secondary and tertiary care and hospitalisation.  

While the details of the scheme is yet to be announced by the government, the opposition parties are already questioning the viability of such a scheme. More so on the basis of previous announcement of 100 smart cities, toilet per household are yet to be materialised.

Here if are to look at the available facts on the healthcare front, there is an increase of 2.1% healthcare spend from 54,667cr in 2017 -2018 in current budget. But, it is actually lower than the health care spend to health ministry of 2.4% last year. In % terms there is an year on year decline on health spend. And the current budget allocation of 2000 cr for the healthcare scheme, analysts say is very insignificant. Meaning the government has to find more money if this scheme was to be implemented successfully and if its to make any significant changes to peoples lives.

If we are to consider the other factors that effects health, like Swatch Bharat Mission, the funding for the same is also has been reduced by 7% to 17,843 in 2018-2019 from 19,248 in 2017-18. Which has a potential to contribute as a negative factor to health as cleanliness is a biggest issue that spread deceases in many of the major cities and rural areas of India.

Nevertheless the media, corporates, and public is excited on the prospects of the world's biggest healthcare scheme announced: "on paper".

In what could benefit over 10 crore vulnerable and under-privileged families, the Finance Minister Arun Jaitley on Thursday unveiled a new National Health Protection Scheme under which a health coverage of up to Rs 5 lakh per family will offered for secondary and tertiary care hospitalisation.

"This will be the world's largest government funded health care programme," Prime Minister Narendra Modi said in his address soon after the Budget speech. The government will also establish 1.5 lakh Health and Wellness Centres centres under the Ayushman Bharat program. "We are all aware that lakhs of families in our country have to borrow or sell assets to receive indoor treatment in hospitals. Government is seriously concerned about such impoverishment of poor and vulnerable families," Finance Minister Arun Jaitley said in his speech.
